Becoming a citizen is generally the culmination of earlier immigration applications and gives the full protections of the US government upon a successful application. Even though a legal permanent resident has many of the benefits of being in the US, and may work and travel like a citizen, any arrival at a US border subjects that resident to evaluation as if he or she were an arriving alien, ie. subject to any disqualifying factors such as criminal convictions which may lead to the exclusion or imprisonment of the arriving LPR.
